1. Scope of application
This procedure is applicable to the whole process of CQC product certification.
2. Type of CQC product certification
CQC's product certification activities involve: mandatory product certification by the state (CCC); IECEE-CB test certificate issued and approved; CQC certification.
3. Basis of CQC product certification
3.1 the national compulsory product certification shall be carried out according to the standard catalogue published by the state.
3.2 the issuance and recognition of CB test certificates shall be based on the IEC standards adopted by China's foreign declaration and the national differences of relevant standards.
3.3 CQC logo certification is based on national standards, industry standards, IEC standards, advanced standards in other countries, and CQC supplementary technical requirements.
4. Scope of CQC product certification
The scope of the compulsory product certification of the state shall be seen in the catalogue of compulsory product certification authorized by the state.
The scope of issuing and approving the CB test certificates is shown in the CQC/accredited IECEE-CB test certificate catalog.
The scope of CQC logo certification is in the CQC logo certification catalogue.
5. Main stage of CQC product certification
CQC product certification is divided into six stages:
A. product certification application;
B. product type test;
C. Inspection of quality assurance capacity of the factory (no such phase is issued for CB test certificate);
D. Certification results and approval certificate;
E. Purchase and use of product certification marks (without this stage);
F. The post-certification supervision (issuing the CB test certificate is not in this stage).
6. Basic procedures for product certification
6.1 application for product certification
6.1.1 all has the legal person status, and promised to undertake the responsibility and obligation in the process of certification of enterprises, both can be used as "the applicant" on the Internet or in writing to apply for certification CQC product, and provide relevant materials as required.
6.1.2 the CQC shall issue a notice of authentication fee and send notice to the applicant after it is qualified for the examination of the application materials.
6.1.3 after confirming the payment of the authentication fee, CQC will issue a test task to the testing institution/CB laboratory.
6.1.4 after receiving "sample notification", the company shall send the sample to the designated testing institution/CB laboratory in time. After receiving samples and confirmation of the samples, the inspection agency/CB laboratory will notify CQC and start the time according to the certification.
6.2 product type test
6.2.1 after receiving the sample, the inspection agency/CB laboratory will test the test according to the standard and technical requirements of the product.
6.2.2 after the type test is qualified, the test organization/CB laboratory shall issue the type test report according to the prescribed report format and send it to CQC for evaluation.
6.3 inspection of quality assurance capacity of the factory
6.3.1 for the first time to apply for certification of enterprises, CQC product in receiving inspection agencies after test result report, will be sending the notice of factory inspection to "the enterprise, at the same time to CQC factory inspection group issued letter of factory inspection tasks.
6.3.2 the inspection personnel shall conduct on-site inspection of the certification enterprises according to the requirements of the quality assurance capacity of the product certification factory, and shall check the consistency of the test results with certain samples.
6.3.3 after the factory inspection is qualified, the inspection team shall issue the factory inspection report according to the prescribed report format and send it to CQC for the audit evaluation.
6.4 certification results and approval certificate
6.4.1 CQC qualified evaluation personnel shall be evaluated according to the evaluation requirements of the certification results after receiving the product type test report and factory review report.
6.4.2 CQC leaders will issue certification certificates based on the evaluation results.
